If you're talking about the fountains that the kids can run around in then yes. I was there a few weeks ago and there where a couple that where on. Also a little water area with stepping stones they could walk through

No. It closes early September and is set to reopen in early to mid April
I am not sure when the fountains and other water featured are closed, but the swings, climbing "toys" and walking and bike trail open year around. Cincinnati Park Board could probably tell you about your specific question.

There is a parking lot at the western part of the park close to the river. That will be your most convenient option.
Snake park has lots of activities starting at the top with the carousel and water park then across the street they have a piano on the ground that you step on and plays music, a big movable chess set, big porch swings, amble greenery for kids to just run and play and the fantastic view of the ohio river and both stadiums, underground freedom center for me and my family it's just great fun and great atmosphere

Yes, pets are welcome but they must be kept on a leash at all times. There are also tons of dog mitt dispensers throughout the park for cleaning up after your pets.
