You can't get to the murals on the KY side, but you can see them from the walk way on the bridge. The construction is on the KY side once you get off the bridge.

No. It is closed to vehicles. The eastern walkway is also closed to pedestrians but the western walkway is open. Just watch for cyclists who also use the walkway.

This bridge was finished in the 1860's if that's what you mean by 60's. Construction began in 1856 and was opened at the end of 1866.
