I don't think so because you need to bring 2 letters with your address documenting you're an Illinois resident. I would call their office to confirm.

If you have a qualifying condition, which sounds like you do, $300 for doctor visit and $100 for a 1 year card or $250 for a 3 year medical card the last time I checked.
