The recycling bins are emptied on Monday, Wednesday and Friday for those that have been there when the bins are full. Great recycling center. If people get confused on what they can recycle or not, look on their website.

No you do not need to be a Novi resident. It is not staffed or gated so it's accessible 24/7 and you just toss your stuff into the dumpsters.
You will have to either contact your city, or your refuse company to find an E scrap recycling company. Also, if you live in Novi/Farmington/Farmington Hills/Southfield they will (eventually) have a Household Waste Day, where you can take the microwave (and other small appliances) to be recycled
