The real ID center is in the shopping center right across the street. This address is just the maintenance garage and offices.
This is not the correct office for drivers permits. You need to go across the street to the License Center for that.

A replacement driver's license is almost always going to be $30.50 as stated on their website.
The penndot location on Lincoln highway is the maintenance office. If you are going to get your permit you have to go to rohrerstown rd
