Despite some DWR office staff members having a bit of contrasting personalities, my overall experiences have been grand. The staff members all seemed knowledgeable & strive to provide great costumer service.

If you are asking about standard registration, you would go through the DMV https://dmv.utah.gov/vehicles/trailers

Do we no longer need a second pole permit for fishing in Utah. Just making sure I read the 2019 guidebook correctly.

DNR doesn't monitor this. You'd be much better off calling them or going in person to ask a permit question.
