One of the few places in Swan Quarters area which is worth visiting is the Bel Island Pier. A lot of sting rays visible from the pier and a full school of Jelly fish seen, both the brown and the white variety.

It's open
There is no official launch site but it is very shallow so I suppose you could launch a kayak.
There is not staff in the sense of there being someone present when you arrive or leave. Sometimes you may encounter wildlife officers checking fishing licenses or refuge workers checking on the overall condition of the pier and parking lot, but honestly you never see anyone but other people fishing. It is labeled as daylight use only, but again, I've never seen anyone watching for people at sunrise or sunset.
There isn't much shade and there's no fresh water for your fur baby. Beautiful area!
