If you're talking about the "train" that tours around Jones Park for the lights display, it's a tiny golf cart with train like cars that have branches. There's a way to get you on and off but not with wheel chairs. Not that I am aware of....

Park at the CTA parking garage. They have handicap parking. Plus their shuttle will take you right there. No fee for parking and free shuttle.

Jones Park has a walking track all the way around it. I think the track is about a mile around Jones Park, So depending upon how fast ya walk..I would say "take your time" and bring a drink. Enjoy the time out .Wednesday it's only 5$ for locals, it's a really pretty display and getting bigger by the year.
