I don't live in this area but l am living in Georgia. Last week I sent a package to my friend who is living there, USPS sent the package to California and then return it to Georgia, two days ago they sent me one actualization about the package, and they said it was impossible to deliver because they weren't had access to that house, today they sent a message to inform me that my package will resend to me. Terrible service. I am using the USPS Post Office, for about 25 years. Now they aren't professional.

Post office. Same place where you got it uf that is the case.
Only to obtain a Passport
Call your local post office and report it. It is a Federal Crime for someone to enter your mailbox other than the Mailman and You !!
Lilburn post office - I visited a week ago and overhead the post master say fill out the renewal form, bring a passport photo or have it taken there. Then pay the $120 and give it to the post master. New passport requirements are Appointment. This is what I overheard. Not a verified fact from Post Office. Mo

not that it's an excuse, but she might have been having a bad day. forgive her and don't let it ruin yours. 😁
You can always use electronic self service credit card only and they have a drop box which can hold a package at least 16x12x8 actually bigger but I'm just guessing . Probably more like 20x16x12
I have no idea. Sorry. I think you should go to the branch post office and put in a complaint. No one should mess with your mail or decide not to deliver it.
