Atlanta excels at Mexican al fresco.. Outside of Mexico, of course. The porch atmosphere here is pretty cool; it's just missing the location-interesting foot traffic of say Ponce or Piedmont. The food is fantastic. Enough for leftovers. Service also great, but exercise patience when crowded, and it can get crowded. There's a Mexican dance bar in this same strip mall, so sometimes the parking lot at night, especially on the weekend, has a festive feel. Need some quiet for a business associate convo? Hit the lunch specials before 2 Monday - Friday.

My favorite Mexican restaurant in TucKer! Eating in the atmosphere is great, service has always been great and placing orders to go also has been great! I’ve lived here in Tucker for over 25 years and I love El Matador!

The outside seating is in a fenced in area, not on a public sidewalk, but it is adjacent to the sidewalk. I have no idea if they allow dogs there though. If I were you, I'd simply call and ask them rather than waiting for a response here. You'd have an answer in a matter of seconds.
I wasnt charged but I know some places are weird where if its a slow night they may try to charge xtra for stuff and with inflation who knows but I was there on 4/19 and at the time they were not charging xtra for those things
That may have been just for cinco de mayo? Went today and no charge for chips & salsa and we asked for more. Saw the sign on the table tho
