I listened to WWV on a SW radio decades ago. I have a digital watch that picks up the time signal to set the watch. I knew that the facility was closed to visitors, but it was cool to see the series of antennas. I didn't see any sign for facility from the road. Google maps seemed of missed the access road. I did get pictures from the main road.a

WWV, along with associated stations WWVB and WWVH (in Hawaii), are a prime example of our tax dollars being used to provide a valuable service for the public good. Accurate time is important to nearly every aspect of our lives, and the National Institute of Standards and Technology has some of the most accurate clocks to be found anywhere. These radio stations provide that time to people for thousands of miles in every direction (my "atomic watch" manages to pick up WWVB when I'm traveling throughout Central America).

Yes for android it's called "wwvb emulator" a bit late but I hope it helps.

Can anyone visit during workday hours?

Unfortunately, since 2001 the site has been closed to the public. The road into the site is open during working hours and a person can come in on the road as far as the motorized security gate and look at antennas.
