You would need to start with zoning to see if you can have a horse within your properties zoning. They should be able to give you more information as to acreage as well.
You can check with the original builder if they still have your plans. If not, you will most likely have to order one from a professional architect or engineer. Some court records may have records of original plans provided that the builder/ developer submitted them for recording.

Commercial footings can be inspected by a county or 3rd party inspector from the county's approved list.
