The staff starts eating and they don't make or bring anything new out. That's what we noticed when we arrived late one day.

I don't speak for Sushi On, but yes, they are fully open again, although closed between lunch and dinner hours. I doubt they would consider a vegetarian price. It would be too hard for servers to track/enforce, and they don't even have a senior discount anymore.
