Avis has to do a better job cleaning cars between rentals. The Jeep I received on the last rental (EWR) was filthy. Also reeked of pot, had to drive with windows down

Use 28 Newark Airport. The GPS will take you right to Avis
Avis is located AT the airport. There is an "AirTrain" that runs to A, B, C ,terminals and the P3 stop. Avis is located at the P3 stop. Right where you get off. It is only a few minutes from arrival terminals. Look for signs for AirTran when you get off plane and head to baggage claim. It is free to ride the Airtrain.
Airtrain is the best. Take towards terminals, not towards P2 or P1. Stops at terminals A, B, and C. It will be quicker than taxi and it is free.
Harder to find than i would like. I have been there three times and have failed to find on the first try. If you have any type of GPS pass the exit it tells you and take the next exit. It got me there finally on the first time.
If you use budget next door from online its all handled on your mobile just check in to see what car, they use Avis cars too
Take the free AirTrain from a visit to terminal c. Super easy.

Unfortunately, sometimes to get to a local representative you will have to call many times. I would call the local number and when it rerouted my call I would hang up and redial.
I've never had winter tires on any rental car I've received.
Follow the signs at the airport and they will get you where you need to be. Google knows as well.
Make sure you have a major credit card...not debit...they need it to hold a 250 deposit just in case.....valid driver's license and not sure but I think you need to be 25 or older.

You can check your car in with the Avis app on your phone. You will get a receipt on the app immediately. That's the best method.
From the airport Take the AirTran to P3 and avis is just down the escalator.
It was told to me as follows: If you're from the tri state and for debit card payment they needed a round trip ticket in and out of Newark Airport to finish the transaction. Or a credit card if you didn't have the flight itinerary.

I agree with Rohan. Avis has lots of places to return cars but it will likely be a different rate and you'll want to let them know before showing up at an unexpected location.

Not sure when you rent because they will keep a hold on the card but what you can do is tell them to charge on prepaid card when you return the car. You can check with them before you rent the car.
