It depends on what you mean by "stay." Reagan is a 24-hour/7-day-a-week airport. Will they throw you out if you try to sleep there overnight? No. But if you're asking if there's a hotel attached to the airport, the answer is no. There are some very nice hotels very close by, but none that are accessible without leaving the airport property.

It largely depends on where you're going in Maryland. If you will be staying in the Maryland suburbs near Washington DC, then Reagan is a good choice. For Annapolis, Baltimore, and points north, BWI is a better bet.
