In few exceptions, they could adjust in the US with this scenario. They will need a consult but likely apply for consular processing and receive the green card before turning 18 when they start accruing unlawful presence.
In theory, they can. They would need to be legitimized by the father, address birth certificate issues and such. Since they are over 21, the wait time will be longer than if a child.
A person doesn't accrue unlawful presence until 18 and it doesn't become an issue until 6 months and leaving the country and triggering the bar. Depending on the timing, they might not need a waiver.
