Yes. Many dog walkers, walking trails, and even possibly some places for them to run and roam on grassy areas. Bring your own poop bags just in case you don't see any bag stations available. Keep on leash as often as possible.
Yes. But heavy traffic and detours will test your patience. Better to launch at the small boat harbor. Better parking and easier access.
There is quite a lot to visit in the waterfront area of Buffalo. Canalside, the Harbor front center, the Erie Basin Marina just to name a few.

When you pull into the marina, the boarding area for MS. Buffalo as well as the Moondance and the History cruise are to your left. The cruise boats are actually docked on the Buffalo river.
