Unfortunately, no. There are stairs to enter the building and the planetarium, and the main telescopes are reached by stairs to the roof.
They are open during public programs (check their website). Delaware Astronomical Society also meets there -almost every Tuesday at 7pm.
Yes it is, you have to schedule an appointment I believe.
I mean you can get married wherever you want, but you would have to set something up. Maybe on the roof that would be cool.
