I believe it is first come first serve basis, non-reservable. There are plenty of picnic tables available though.

It does not, it's completely free!
Parking is hard to come by, as the lot is small though. Please consider driving to the EPIC and taking their free shuttle bus to the park!
Please don't park in the animal shelter/dog parking lot, as they need it for people who are involved with animals.
