I stopped one day to enjoy lunch in the shade. I enjoyed the dogs playing. I also noticed i was not alone in the lunchtime hour. It was a popular place.

Yes, the park has lights. Sometimes getting them turned on requires coordination with City Parks & Recreation.

If I go to the skatepark at 5 am will it be open? It says 6 am it opens but does it even close?

Nothing really closes. It's always accessible. But I'm not sure if you could be fined if there outside of park hours.
