The extra goes directly to Illinois Air Team company...I go directly to the Wheaton Express Secretary Of State facility on Liberty Street after my vehicle passes the emissions test...I just read other comments below and perhaps I quoted the wrong extra fee.

Yes, you can go in for the test and there's an office where you can purchase new stickers for your plates. The line gets pretty long right now. I had about an hour and thirty minutes before I could get my car tested and buy my stickers.

I think you have to go to a DMV office that handles vehicle registrations. This facility just does emission tests.

Near the end of the month, I would assume the lines are generally longer, since people's vehicle registrations are nearly at their registration date. You can try checking online; I'm not sure if they give wait times there. Or just go there, prepared for a wait and feel extra happy if there is only a short wait.
