The security here is absolutely ridiculous and disrespectful they talk to people in line so rudely. A Mexican man was in line letting people pass him because he was waiting for a Spanish speaking cashier and the women with black braids, glasses and a gap between her two front teeth was being racist and extremely rude to him saying that they had a second Spanish speaking cashier stating “you should know your people” screaming in his face absolutely disgusting behavior they really need to update their staff and get rid of her

No, you would have to go to the Secretary of State for your license plates or the Currency Exchange. (You can also buy your plate sticker there if I am not mistaken)

You can pay tickets and utilities at the EZPay station using Check, Credit or Debit. But it will charge you a convenience fee to use Credit or Debit. I think you can also use cash but I am not too sure about that.
