Every time I call them to ask questions about my retirement, they sound annoyed that I'm asking questions. Their online systems are outdated and feel out of touch with modern needs.

The University of Utah is a URS participating employer. You are subject to URS post-retirement rules if you return to work for any URS Participating Employer after your retirement date with URS, regardless of the benefits you may opt for. So, in the circumstance you described, you would have to separate employment for one year from your retirement date in order to continue to receive your retirement allowance and avoid the salary limitation.
