I did this once and wound up with a very heavy cement “cue ball” that was unbreakable. You might be better served by using plain fillers, sands and aggregates instead of the more costly cement powder as the chemicals in the cement will not offer much to the end cured result and the cheaper fillers will accomplish the same result the more costly cements would offer.
