Municipal rate issues are nothing the division of water rights has any control over. The division of drinking water may be the better agency to contact instead, or a utility regulatory agency.
It remains valid as long as you are continuing to put the water to the beneficial use defined by the right. If you sell the right along with the property, the purchaser also continues to have a valid right If they continue using it. If you cease using the water for its defined purpose for a period longer than seven years it can be subject to forfeiture unless protected by a valid nonuse application.
The water rights website has an online mapping tool accessible from the main page. It has a parcel layer that can be turned on and shows the parcel numbers for most counties. Once you have that, contact the county recorder. You could also try googling the address, but the results may not be current or accurate.
