Hidden gem of West Texas. Good fishing from bank, boats and kayaks are very popular here. Primitive camping and public restrooms. To top it off they have an airfield for rc planes. Even a great variety of birds to see.

Shhh! This is my favorite FREE camping site. It is beautiful and not crowded. Pretty basic. Other than a bathroom in the picnic area, there are no amenities: no shower, no electricity, no dump station, etc. I've been there three times, and saw police patrols each time.

Great place to stop and sleep. The lake is s bit dirty but If you're just sleeping it's pretty good and free. Watch out though it seems to be a place for kids to go to and hang out for short periods. Had an issue with a couple that were shinning their lights into my camper and flashing them inside.

No gate at all. But, be sure to have your own small light source.
Yes there are a few spots never seen all occupied at once. It's a nice little park but few amenities.
The Southwest Fort Phantom Lake Park was dedicated on April 27, 1962, but was later renamed “SeaBee Park” on December 14, 1962. The name was changed to recognize the hard work done by the Abilene Navy Seabee reservists who helped develop Johnson Park in 1956. They completed a survey, a topographical map, laid a road to the lakefront, and built a boat and fishing dock as a part of their training.

I'm not sure I haven't ever seen anyone swimming there. But you might check with the lake patrolmen's.
