I had to get a personal property tax waiver to title my car and my husband's car in MO. I had an appointment, and they were right on time. The woman who helped me seemed to have a wealth of knowledge about tax laws. She was very friendly. The whole thing took about 20 minutes.

That would help . But if you don't have an appointment Be sure and put enough money in the parking meters. Over an hour. You will 1st get in the line to make an appointment and have a seat until they call your. Name. Then get in the line to pay.
I believe you are, but check with a TITLE Company. They can tell you better. It's been years since I worked in that field. You want to go through a title company anyway so make sure they're not LIENS on the property. FSBO (for sale by owner) is ok but doesn't give you any assurences. Hope this helps.... Good luck
You go in and ask. Go to window 1 to get a place in line, then wait till they call you. Make sure you have all the required paperwork!
You have to get it removed from your personal property taxes tell them u know longer own the car.
I believe you apply to the municipality first. Then to State Liquor Control.
There are signs at the location on where to email to request one.
U might can get a waiver
A Missouri resident is liable for personal property taxes on any vehicle owned Jan 1st of any given year, and the amount owed does not change based on the amount of time a person owns the vehicle within that year. The State of Missouri does not prorate any of its taxes. If you did not own a vehicle Jan 1st of the year in question, if the bill has already been created, you must bring in documented, dated proof of what happened to the vehicle that caused you to not have ownership on January 1st. That information can be brought to any of the 4 St Louis County Office locations: North, South, West, or Clayton. Once your proof has been submitted, its then possible to get an amended bill, or the bill struck off altogether.
Go to the mo.gov website to get the list of documents required. You will have to go to the assessor's office to complete. Also make sure you have documents showing that you have had an emissions test done. Good luck!
As a new resident, you wouldnt be liable for Missouri property tax from the previous year, so you would come in to the Collector's office on the street level, @ 41 south central in Clayton, bring your drivers license, & a copy of the title and/or registration for your vehicle(s) from the Missouri DMV .

There is usually a charge for a certified copy of any official document of identification.
Do not be overly concerned at this time, the Collector's office is still processing December payments. As long as a payment is postmarked by 12/31/18, any interest/penalties will be waived. Check back with the Collector's office in a few days.
Come in to any of the 4 county offices (north, west, south, or Clayton) bring your license & registration or title for your vehicle, trailer, boat, aircraft, or livestock, and set up an account if you dont already have one. A copy of your bill can be given while on-site.
If it's for St Louis County personal or property tax, go the Administration building at 41 S. Central Ave, Clayton MO 63105, and come into the building. The Collector of Revenue office is right next to the street level entrance, by the metal detectors.
