Don't understand why social worker won't call back. A friend recently affected with low vision. He would never call back when she needed help. Why have this service which seems to never be busy?

Looking for help for my friends son. He is blind, handicapped, and has started acting out, saying everyone is stealing from him, crying, threatening others, but is also asking for help. Is there Sandy facilities to handle this.
