Not really well lit walking up to the top and there were a bunch of homeless hanging around the bottom area, if you go up the stairs on the side. Didn't seem really safe to walk around there at night with the lack of lighting

I am not sure about security. It was daylight when we were there. I would not recommend being there alone at night. We did see many homeless people camping in the general vicinity.

The Seigenthaler Pedestrian Bridge has an interesting history, originally employed for vehicular traffic using what was then a design (concrete truss) unusual in large spans. In the 1990s, due to severe structural issues, the bridge was expensively refurbished for pedestrian use, only, with features that include elevators and dramatic lighting effects. During the refit, it was named in honor of local journalist John Seigenthaler. Famous for his vocal support of First Amendment rights, he was injured by thugs during the Freedom March. There are a few parking garages. I recommend a parking app like parkwiz to find cheap parking. Some street parking is available however it is very hard to find this without paying.
