Really need to invest in some trash cans or have trash collection addressed. Trash was overflowing from one can seen present near grill.

Yes, Clinch Lake is swimmable. If the dock is full, go south around the lake and the lakefront is maintained by the city ao you can swim. No life guard on duty and swim at your own risk.
Yes I've took mine several times & have seen others take theirs as well . As long as you have the dog on a leash & pick up after them . There's no problem with taking your fur baby here .
