Yes Ga or Sc fishing license is good on any part of the Savannah river. You must have one while fishing.
There is a restroom but no showers or anything like that. I have always found the restrooms to be clean and nice.
Yes you can its open 24 hours
The parks close at night, but there are places along the river where you can fish at night. You can call or stop by the visitors center at the end of the dam to get info on the places and the people to call. Plus, the visitors center is a neat little place with a bunch of exhibits to see.
