Swimming strictly prohibited. But if u go you will always see some people in the water. I don't know if they can't read or what...someone died last month for God sake!!
Hempstead lake state park is open, but the hempstead lake shoreline is closed due to hazardous conditions, until hanging limbs and leaning trees can be removed. South and McDonald ponds are open for fishing. Park in field 3 for access.
Regarding your question. Yes there are picnic tables, and a covered pavillion. According to the park's website. They do have a play area for children. The side of the park, I was on. I didn't see a play area. My family arrived at 9AM to set up for a large family gathering. On a Saturday afternoon. There's rest rooms available as well.

The carousel party room is booked through the park office at (516)766-1029, but is is not available this year due to construction in parking field 1.
The carousel ride is open on weekends and is $2 per ride.

No. There are swimming pools at echo Park swimming complex on Nassau boulevard about a mile and a half West. Also, unofficially people do swim in the largest water body in the state park - Hempstead Lake. There are mini beaches along that shoreline
$8 for cars 7am -6pm weekends and holidays. It's a few blocks walk from nearby Lakeview to get into like the playground BBQ area for free. Yes the Park is open to everybody it's not a town park
You could just pay the parking fee and have access to the grills in the picnic area but if you will be using the carousel cabin you have to make a reservation.
There are at least 2 separate playgrounds and a carousel. The playgrounds have multiple types of swings, several slides, amongst some other playground equipment. There is also a newer addition, built by the Boy Scouts. A weird wooden octagon for some ball game I've never heard of.
Say state park officials - since Hempstead Lake State park seems to always be overrun with ticks, why not start bringing in quail to help control the population?? I know guinea hens will eat more ticks, but they are very noisy. Better than chemical

I think with responsible use of chemicals the tick population can be controlled as proven with other similar parks.
Presently it is free to park, but from memorial day through the summer there is a fee per auto. People can walk into the park for free. There is no street parking.
