I doubt it. It is a State Park. I would guess anything there technically belongs to the Commonwealth. I'd check with DCNR first before getting into trouble.
Yes, it says must be on a leash. I've seen well behaved dogs running around and nobody cares. Just have to be careful if ranger is around.
Yes there are places along the trail you can stop and swim at your own risk.
The trail runs right through it for hiking and biking. It goes up in elevation further north.
