Went before MET, was let upstairs w/o reservation probably because I had a suit on. Space was beautiful, great views, very kind staff. My old fashioned was too sweet for my liking, but the dirty martini was on point.

On TV screens, yes; it's too far from Times Square. But the NYE party & views are wonderful
Depending on time of the night, if you make reservations there is no entry fee, if you go after 11.30ish expect some door politics and minimum bar consumption
We went for a birthday and had a great time. Food and drinks were really good.

There are two terraces. In the big one that is now covered, you can't. But there is a little girl who can smoke. The site is very good!
Yes they serve small plates! And they're much more delicious than I had expected them to be!
