Hello Matteo! We do allow our Under 21 guests access to The Empire Rooftop (accompanied by a Parent/Guardian) up until 8 pm. Thanks!
The Rooftop closes at 11 pm. You can access it before then, however the legal drinking age is 21, so your brother can't drink alcohol.
