I've never seen any signs and I'm sure these are walking/jogging trails.
The "restored village" is actually Waterloo Village, located on Waterloo Road in Stanhope, NJ. The Northern Region office staff who manage Waterloo Village operate out of the Kittatinny Valley State Park Visitor Center headquarters in Andover, NJ. We agree this description is very misleading yet Google has not corrected it. Thank you so much for your question - hopefully, it will eliminate any confusion for others, as well.
I went yesterday and it is not.
You can purchase a campsite in season. You can do this by calling the park office.
