The absolute worst! The agent who took my call answered the phone with an attitude saying "Can I help you??!", without identifying himself as an IRS agent. I asked him who is this, I'm trying to speak to the IRS, he just asked the same thing again. When I asked him why he hasn't identified himself as an IRS agent, he hung up! This is from the Andover MA office. Worst experience ever.

Remarkably got thru after 10 tries plus a 25 minute hold. Spent 30 minutes explaining to the clearly underqualified person that the IRS held up my refund as a result of their mistake. Same job 13 years, always file my own taxes, now suddenly they need a different health form? After going over how to potentially fix this problem she ends the call by saying, "that should fix it I think, but if you have time let me transfer you to the dept that might know better." WHAT?! She quickly transfers me where the automated voice says, I'm sorry but there is noone available to take your call, good bye. This is our government in a nutshell. No answers. No competence. No responsibility to the people.

No, it's a call center. You would need to look for a TAC (taxpayer assistance center) office. The irs.gov website should let you find some close to you.
First file a police report then file form 14039 identity theft affidavit with your return and all attachments. Most likely you will not be able to file electronically if someone has stolen your identification. Filing a paper return will take months to process.
Fill out form 14039 ID Theft documentation...that's what we will have you do if you call...you can fax it or mail it #'s on the form

They have hundreds of fax numbers depending on what department you are dealing with and if you have a rep. Look on a letter if you got one.
