Yes, they only do tags and license plates here. I Googled it, and you need a police report that you made and is required,plus the completed form MV - 7, which is the application for a replacement License plate, $8 fee for standard plate or $43 Prestige plate which includes the $8 fee and $35 processing fee. If you have anymore questions I just ask Google my license plate was stolen what do I need? I hope this helps.
Yes you can. My dad and I co-own a car for insurance purposes. Either one of us can get the tag. However I do believe it has to be the person that lives in the that tag offices jurisdiction if it's for a plate

If you mean the prestige plate, where you can put your own combination of letters and numbers, those are $90 when first ordered (plus any applicable ad valorem tax). Then every year, the tag fee to renew is $55 (again, plus any applicable ad valorem tax).
You have to go to a GA MVD office. It is different from the "tag office" / tax Commissioner office. Locate your local MVD and you can call them to ask what documents you need for a driver's license. Hope this helps!
