I don't think so. You have to go to the security office on the other side of the bridge.
MC parking permit is always needed unless there is an event that visitors are expected to attend then security usually don't write ticket for vehicles without the MC parking permit
I have no idea. You have to check the venue and find that out.
Not sure. Everything is closed with Montgomery County Govt & schools. I'd check with the arts center directly.
