National Guard and Reserve soldiers who have over 20 years of service and not fully retired when they have separated from service , are considered gray area retirees. (Red ID card) They can access most military posts and use the commissaries and exchanges. When they reach age 60, they just change ID cards to indicate that they are fully retired.
Yes. Anyone can accompany you into the commissary, assuming there are no issues with them gaining access to the installation. Purchases can be made only by an individual with a valid military ID.
