Both. Its self service and is based on the letter for emissions testing the state sends you.
Why couldn't they fix it. I was there a month and a half ago. It was broken then and was it still broken now?
The info is online but.its 830 to 5 Monday. 7 to 7 Tuesday and Wednesday 830 to 5 Thursday and Friday, Saturday 7 to 1

They have both but the kiosk is a hit or miss. It usually doesn't work so I wouldn't count on it.
