The Hispanic guy that's in the office is so unprofessional. The maintenance provides exceptional five Star work. But the assistant that currently works there is deplorable.

Yes they have TIC available in Jan when I toured. Best bet is check with the leasing office. Inventory is limited.
I have a friend that lives there and yes there is a waiting list. Unfortunately, I don't know the turnaround time. Best advice is to contact the leasing office.
I have only visited a friend who lives there, and wouldn't know what to tell you. I'm a homeowner, but when I did live in apartments I stayed on the management about ALL issues, regardless how big or small the issue, as I was paying their salary ! I hope that helps.
