Had a scheduled appointment, no one bothered to call and say we are closed. You ask us to be prompt for our appointments, but you don't have the courtesy to inform us.

Go into your nearest DHS office and explain your issue. In my experience, going into the office tends to work better than going online or calling in the phone.
No. In fact your SNAP might increase of your on unemployment. For example, if prior to receiving unemployment you were receiving SNAP, now at which point your making half of what you were, your more in need, therefore your state benefits may increase. Especially now, during the COVID crisis.
I can't speak on the bus routes, however there's always Uber. Yes, you can do the IDHS medical and SNAP application online, or over the phone. However I strongly suggest, if able, to do it at your nearest office. In my experience I've found that the rate of acceptance is higher of done in the presence of an actual case worker.
