Seasonally there are sometimes porta pottys near the baseball fields. I'm not sure if they are there right now. Other than that there are not any public restrooms. It is a very nice charming park none the less.

Good question. I remember seeing two picnic tables and a few trash cans, no porta potty but I think I read here that they do have a porta potty at times. No pavilion for rain.

There is no pit or grill. And if you can bring your own then you may need to confirm.

Not sure what you mean by shut down, I regularly see people there after hours. Most city parks have official hours of sunrise to sunset, despite what you might see online. Refer to the sign at the park itself rather than the website.
