It would seem that innocent until proven guilty does not apply in this fine establishment. If ever you find yourself in a position where you have any legal actions it would be best to find a way to transfer that out of this place and into any other legality nearby. The "good ol boy" system of law is in full effect here and it is not about wrong or right but more about who you know and if you are a "native" of the area at all. Such a sad representation of America and its legal system.
