Apparently there is a homeless shelter close by. The streets absolutely stank of drugs at all times and there were crazy people all around the place asking for "2 dollars" or just shouting at thin air. At night they congregate on the street corners and around the capital one arena. I would hazard a guess at more than 100 people just hanging around looking dangerous from 5-6pm onwards. They didn't really bother us though and it is very close to the national mall so it is not all bad.

Place walking distance to the capitol. Room was a bit small and the design gave me vibes of a college dorm with neon club lights in it. Not suited for professionals that need to do work at night after their meetings. My room had some type of modern ball chair without back support and I found it difficult to do work. At checkout I discovered breakfast was included with my rate of which the front desk never informed me of. I gambled and should have stayed at the Hyatt across from them.

Yes there are multiple parking garges within walking distance.
3 or 4 pm. but you can pay to check in early. this is all described on the hotel's website.
