Hi Jennifer! As others have said, entry to all Great Parks requires a motor vehicle permit. Annual permits are $10 for Hamilton County residents and $15 for all other visitors. Daily permits are $5 for residents and $8 for all other visitors. I have a very well-trained dog too and he is more than welcome on the park paths but not inside the Children's Garden.
I believe it does. You may need to contact the park manager tho as I have seen photoshoots done there.
A valid Motor Vehicle Permit is required to enter the parks. Cost for residents of Hamilton County: $10 annual/$5 daily; other visitors: $16 annual/$8 daily. There is no additional fee to use the horse trails. Horse trails are available at Miami Whitewater Forest and Winton Woods.

No - at the Highfield Discovery Garden (separate fee) there isn't traditional playground equipment, but there are lots of things for younger children to see and explore.
As the others said, I'm not sure about picnic tables and I don't recall seeing any. But I always thought that down the hill from the parking area is a gravel road that leads to auxiliary parking and if you park there , just across the walking path is an area that I always thought would be ideal for cloth to be laid out and have a picnic under the trees. It's nice and grassy there with a beautiful view.

Children under 2 are free in the Highfield Discovery Garden at Glenwood Gardens. This is the only area with a per-person fee. Admission for the rest of the park is free for everyone with the Hamilton County Great Parks tag on their vehicle.
