If there's not a number to call on the letter then they are just letting you know that is the amount they have already released to the utility company for your account. You should be able to check your account online or over the phone to verify that it's been applied to your balance.

I believe you can access and print the current application online but not submit it online. You would need to fill it out then fax, mail or deliver in person to OACAC.
Energy assistance for the winter start on November 1st for elderly and disabled. They are registering applicants for the winter program. The ECIP program is now in affect for people who are currently shut off or in threat of termination. You can fill out an application at the office or download it from the website and mail it in.
