You should go in person to the humane society. Bring a picture and a description of your lost dog.
I have community service hours..how can I volunteer here for my hours? Days of week and hours? Do I just show up?
What can be done to the person who leaves a puppy outside in below 0 tempature with out enough things to keep it warm?

Contact your local sheriff's office and they might be able/willing to send an animal control officer to the address where this "puppy" is located to investigate the living conditions where it is kept. You need to have the exact address, though.
