Hello, we have a ton of newspaper and Walmart bags, I know some animal shelters will take them, I just don’t know which ones. Do you guys take them? If so do you need any at this time.

Contact your local sheriff's office and they might be able/willing to send an animal control officer to the address where this "puppy" is located to investigate the living conditions where it is kept. You need to have the exact address, though.
