At the Knoxville airport! We arrived at 4pm waited in line for an hour. Finally got a vehicle. Over charged $200 from the bill to the credit card.. they do not match!! Bad mood when I received that.. when I took airplane mode off. I have never rented Budget before reserving a further opinion till I get the refund !

I am also trying to contact the front desk at the airport and it just has a busy signal...for 2 days straight. Is there another number to call? I tried Budget customer service and they said to contact the front desk...which is busy.

I think the vehicle shown means they reserve a vehicle of that or similar model, the picture is just a representation.

They probably wont let you reserve online as they will tell you they will be closed at your pickup time. If you just show up they will also likely be closed, unless they just have a corpus of people keeping them open. Your best option may be to try calling the local budget counter and see if a manager will keep someone 30min extra so you can pick up a car. (If they agree to do this, then please go directly to counter after landing so they dont have to wait on you to collect luggage, etc...). If you are traveling locally an Uber/Lyft/Taxi/hotel shuttle could be a good option and then pick up a rental the next morning.
They will likely require your son's information, including his driver's license. Unfortunately, the only way to confirm is to phone them directly.

You can, but you will be required to provide your departing flight itinerary in order to use it.
Its on site with a drop box on the counter inside the airport. Kerp in mind you are responsible if something happens to thr car before they check it in when returning after hours.
It should be fine. I would update your reservation if possible just to be on the safe side. They rent by 24 hour days so if you pick up at 9 they will want it returned by 9 on the day of drop off.
